Nothing makes sense or has any connection to logic, rationality or the real world whatsoever and this is all at the whim of an unfeeling bureaucracy comprised of incompetent, ignorant people that just make it up as they go along.
The absurdity that would provide amusement in Clown World is absent in Kafka World because these people are deadly serious about it and will punish you through the most time-consuming, bureaucratic means ever.
