I understood. And in 2010 there was an attempt to clarify this grey area, and it seems it has become so decentralized and administratively so chaotic that it basically didn't matter: there's no practical way they can accomplish a shutdown because the Internet in the west has no central hub that they control. the 1942 law has been rendered moot through sheer variety of communication options. For instance Ma Bell was broken up in 1983, so that destroyed the central control of telephony.
