It's normal but if you check the aufgeldtabelle you will find a lot of cheapies, too. Not 999+, but 900 or 925 is available at a few % over spot, sometimes under spot when spot jumps and ships haven't jacked up prices yet. Germany is actually one of the best countries for buying silver if you go for the cheapies. Some have really cool designs, too. Then there's the whole Reichsmark thing.
