They are/were all members of the Interwork alliance (Link/R3/DTCC), but you can't find that information anymore other than old articles

r3 does likely need a settlement oracle for these transactions and there's a video where they mention that this could be a decentralized oracle (https://www.r3.com/videos/open-banking-blockchain-intellecteu/ @~10:45 )

and then the DTCC guy coming to smartcon obviously but he doesn't seem to be high up on the list and there seems to be some ranking system going on there

overall there's not too much evidence but there's some links, overall I wouldn't get excited unless something more obvious is announced
