I think powell may have been referring to AmTrust or some other large private insurer when he was discussing companies in the Princeton talk, not that it matters. the Insurance companies are absolutely flush with cash and can manage a billion in claims. revenue for a small to medium size regional is going to be at least 2 billion. a company that insures shit like Target is going to be a national or multinational and it will hardly make a dent in their revenues. if it's that bad, they have reinsurance on these big and risky policies. government doesn't need to get involved at all.
