If nobody other than the fed is buying bonds, isn't the first part potentially already moneyprinting? If US banks are dumping then yeah there's basically no effect, it's foreign holders I'm worried about. That said, some of the finer details of the fed open market operations vs normal debt issuance are fuzzy to me so I don't know. Crazy how much current investing outcomes hinge on the fed's next move.
