It's also the sign of emergency. If you can get away with offering bonds around or slightly above the FFR you'd do that. You don't offer 2x the FFR unless you really need that cash and have no other option to get it. Raising money is a good thing to do for business growth, but if that future growth won't be enough to pay off that high coupon with ease it won't end well. On a semi related note I have been using recently issued bank bonds to determine where the FFR terminal rate will be. Seems like 5 will be the ceiling.
