>September 5 - First announcement previewing v4.0.4
>September 18 - Released mandatory core wallet update for hard fork
>September 30 - 2nd announcement regarding 4.0.4
>October 8 - TPoS cold staking goes live
I don't see how releasing 4.0.4 during the middle of a hard fork makes sense.

Stakenet DEX is clearly a working product and X9's pursuits with ERCs have been vetted and verified multiple times by the Raiden devs.

Windows support is already under way. Raiden devs started out small with OSX/Linux and now the time has come for it to scale a lot more with Win support. It appears that XSN's LN backup mechanism will be parlayed to Raiden too.
As it stands, you could use test LN/Raiden swaps from Windows right now via WSL. Of course, that is quite a bit involved all to run one client. I don't see a direct Windows port taking very long as both teams have already done cross-platform builds and X9 has done all three so they should be able to help the Raiden devs with Windows-related quirks.
