I haven't tried to go institutional, but this TWS verbage sounds like TWS has API functionality. I wrote an automated system for DAS Trader which is supposed to be a direct market access type tool too, and that's basically how they did it. A GUI client that also provided a socket-based endpoint to receive streaming data and submit order entry commands. Maybe TWS provides something similar

Well Pytorch does work on Google Tensor Processing Unit. So that's a step in the right direction.
