You seem to misunderstand. The circumstances are currently in the process of happening. There won't be a second time because there wasn't a first time yet, only a small preview that was quickly shut down and tied up before it could blow. It's still there, it's never been dealt with, and according to recent data it's taking roughly AmericaGDP x 2 money to keep it in the basement.
