kek read the first line of the whitepaper. It was never supposed be a "settlement layer", it's just that the narrative had to change as Bitcoin is so shitty as digital cash.
And arguably the main reason for Bitcoin's creation was to prevent another 2008 by governments manipulating, distorting and inflating the free market. Monero prevents that perfectly. Bitcoin was not created because politicians launder money or because of black budgets, how would a competitor even solve these? Shady business has existed even before money did, the thing with Monero is that privacy would no longer be a privilege with the world. However, with governments and large players getting more and more involved directly or indirectly, you gotta question whether that goal of eliminating the State from the financial system will ever be achieved with Bitcoin.
