I'd take it to a less developed country and build a private city. I'd buy all the real estate, build all the buildings and infrastructure, start a bunch of business and import people to live there, even if I have to source them from human traffickers. I'd hire private security to help police the area. There would be tons pf bylaws as part of rent agreements or employee contracts. I'd build walls around the central area of the city. Around the central downtown area I would leave a more rural space for parks and farms. This way it would look like a high rise city randomly in a rural area. I wouldnt develop any suburban property. Then I would be king.
