Correct, kind of, but lets put it this way, The US has global reach, its why bitfinex used USDT as a stable coin, & not USD! Using USD means you are doing biz with the US as a third party. That's how they come into contracts...ppl using USD!
No point in having a global currency that the whole world can't use...Especially the controlling country! So many contracts are in USD! If crypto changes from the commodity model it is to a security, crypto will die! The SEC will make sure of that! Its definitely within their remit.
