You want a persons whole life to be judged by an IQ test he took when he was like 18? Think about it. IQ can be improved by solving math problems or studying. It's not set in stone. Would you measure IQ every year? Could a person move up and down UBI brackets? Most people who start their businesses start them after working for someone else and figuring out how to innovate in that sphere. Wealth is naturally distributed by rich people spending it on luxury or food or anything. If you hate rich people so much why don't you create some luxury brand and extract money from the rich through fair means? I'm attaching an image of people who started their businesses later in life. They didn't have enough experience or IQ points because they haven't been through enough shit to figure out what people needed.

I mentioned Elon Musk not without a reason. He was bullied a lot as a young child. Let's say some kind of trauma sets on him because of bullying and he falls into depression, fucks up his GPA or something else.
