Make a game. One that will generate a TON of negative press. Just... infinitely bad press.
Here's an idea.
School shooting simulator. Has accurate flow diagrams for student's escape routes. Allows you to build your own school, and punch in other student's schedules. The students who you punch in are lit up a different color so you can see them more easily. Everything works 100% as it would in reality as far as the guns and stuff. You can even block off hallways with chairs etc or plant bombs in advanced. Full mod support for whatever unique device you want to deploy.
Have it include a full guide on acquiring guns and ammunition in any given country and/or state, and tips on how to use the weapons themselves as well as training guides.
Sell it for a dollar, advertise it directly to students through flyers etc
