If you are a Yuropoor like me you can look at certified safes: EN 14450 (S1 & S2) or EN 1143-1 (0, I, II, III, IV, V, VI, VII) depending on how much your willing to spend, in general the more expensive the safe the better (and heavier). If you want a safe that is both fire resistant and theft resistant, you can look at the Raat (eu) defender series (pic related), I also like the look of this one, it is a classic safe. The cheapest model of this series will protect your paper against fire for 60 minutes at temperatures of 1090 degrees celcius, resist blowtorches and drilling for 60 minutes (or longer if you pay for the more expensive models).

Alternatively, if you live in Germany you can buy the Resist 1-60 PRO mit Feuerschutz it has approximally the same specs but it is much cheaper.

I don't know about the safes in Burgerland though, but getting a heavy safe is a good idea.
