Is that a fact? Are there zero high IQ people with dark complexion? Even granting this over-simplification (no doubt made so your own brain could think about the issue without being overwhelmed), How would you go about determining if money given to lower IQ people is money squandered?

One example that jumps to mind is dogs.
A dog is significantly stupider than any westerner. Should we therefore say that any money spent on dogs by their owners is equally money squandered?
Does this argument extend to women, who have lower IQs overall?
Does it extend to you? Taking into account that within this century you will be far far stupider than a machine intelligence, which might have an IQ of 6540.
Already you would lose horribly at war if put up against a machine intelligence (think about the recent strategic demolition of world champions in chess and StarCraft, combine that with drones) the only thing keeping you alive is morality and empathy from the strong, not your own strength. You would do well to develop morality and empathy to other conscious beings.
