So basically, *IF* I live in a place where just having monero is illegal, and *IF* i live in a place where sending money abroad is illegal, then monero is **useless**, unless I want to do something illegal. I can see your reasoning if you're exclusively working under these assumptions. Ok. Got it.

The testnet is an alternative Monero block chain, to be used for testing. Testnet coins are separate and distinct from actual monero, and are never supposed to have any value. This allows application developers or wallet testers to experiment, without having to use real monero or worrying about breaking the main chain.
You can connect and help the testing in the network by still using the your own mainnet daemon and official wallet. You can start syncing with the testnet daemon and wallet by using, on CLI
./monerod --testnet
and
./monero-wallet-cli --testnet
There are other options you can use when regarding testnet, and you can check them out using.
./monerod --help

Wouldn't be fucking nice if some wallet implemented the possibility to "divide" your balance on a equal number of X outputs? It would be weird but it could work:
>has 10 XMR output
>wants to have 4 outputs of 2.5 XMR for fast access
>sets option on wallet to divide whole balance into 4 outputs.
>wallet sends 2.5 XMR to subaddress_1, _2, _3 and _4.
>waits 20 minutes
>now you have 4 bills of 2.5 XMR each on your wallet
