when everyone else goes to buy, it drives up the price. all the while, dev sits there with 22 million burger king coin, ready to sell every last piece of it as soon as the price gets high enough

to "lock up liquidity" means to contribute that money into a liquidity pool, with a contract that makes withdrawing the funds impossible until some amount of time has elapsed. If he can't withdraw, he can't sell those coins.
You seem new, so I'll make this extra clear. If he sells his coins, it will crash the price. Then everyone else will lose faith in the project (seeing the scam) and leave, driving the price down even further. It's a massive loss for everyone involved, except the dev who gets to take his money and run whenever the price is pleasing enough to him
If the BKCoin dev would lock up his 22 million of funds, then it would allow the community to grow and flourish without worrying that the dev is going to rugpull, sell all the coins, and tank the price.
