It's just going to suppress the price for a little while. This isn't breaking news, by the way. Reports this were out earlier around 12 hours ago. Last week China reported that they would distribute force majeure certificates for this purpose which caused the price to drop preemptively. It explains that in your article also:

US prices remain stuck in a tight range between 1.85 and 1.88 at the moment.
