It's basically the same as bartering apples for oranges. You are still required to pay taxes on the fair market value for the transaction. Now, whether that is actually enforced for apples and oranges is quite unlikely, but when using a literal surveillance system as a payment gateway you would probably have no choice unless you want to get thrown away for tax evasion.
