Yes, what you say is just; and the other point to make is that the silver is only classified as a "by-product" precisely because the price is so manipulated. A large number of, or even most so-called "copper" or "lead" or "zinc" mines would be classified as silver mines if silver was $40, $50--$100--$200--or again imagine if it got back its inflation-adjusted ATH of $1000.
