A lot of sources predicted 3500 to be the bottom, so you might be good. Might crash a little more, but can't be too dragic, unless literally even more bad news.
From here it's up and ETH will beat out any non-crypto investment until the end of the year with ease.
But you should also look at the charts of your favorite crypto against bitcoin. ETH wasn't strong against BTC lately, implying BTC rose faster. Also, in general, the higher up in the coinmarketcap you make your pic, the more stable it will grow, but the level of growth will be limited by the already established market cap.
For example, there are at least 5 private variants of bitcoin in the top 50 at the moment, with Monero (XMR) being in the top 10. If some other coin were to outperform XMR due to big good news, this coin would 2x (ZCash in spot 19 or so) to 10x (smaller coins). But of course the risk is that you don't know which coin to buy. Monero btw. has been strongly rising against BTC for a while now. ETH has many small competitors (NEO, Staris, Lisk, Ark if you will...)

It's a matter of time scales. You probably get new capital each month, so start by looking at that interval. For example, there can't be no NEO dips right now, unless you trade on tiny intervals. When you buy any "dip" now, you lose.

BTC is at it's value from beginning of August.

Sure, if you started just this month, it sort of sucks. Otherwise, now* is the time to buy.
