Of course they can steal your money. They will get creative with the wording, they won't outright call it theft or stealing. They may call it a 'haircut', a ' bail-in', a 'one-time surcharge', etc. like what they did in Cyprus. There is also taxes and designed inflation, which work hand in hand to steal your money. They could put in a 'misinformation clause' like PayPal did, or do what Canada did during trucker protests and freeze and steal your money that way.
