Consider pic related is a professional filmmaker, it's not entirely obvious until you realize his production quality blows normal youtubers out of the water. Point being something can look organic even though it's actually been entirely manufactured.

Another example, the channel "No Copyright Sounds", I think this falls into the category OP is talking about.
It looks pretty normal just a bunch of music mixes from various artists, I use adblock, but I assume it's been monetized.
I tried to play this on chromecast and a number of videos were explicitly blocked from playing on chromecast because of licensing issues.
This tells me clearly some agreement has been worked out in the background. Of course with tools not available to the normal youtuber (you can't block chromecast as far as I know).
