A lot of students who don't want to work or make a decision on what to do will just continue higher education without any goal whatsoever hoping they'll figure it out later or just to delay having a job. It kind of makes sense, nobody who is in their late teens or early 20s wants to make a decision like "do this rest of your life". It's kind of a waste unless they're actively networking though.
