Pact Core is in a private repo that we're going to open source as soon as Jose is far enough along with it. We get our first demos right before Christmas :)

Yeah, pretty much. It was largely built in an ad-hoc manner for Kadena's private enterprise bid before Chainweb was released, and had alot of that legacy even by the time I joined in 2018. it's been a monumental effort to change people's attitudes so that we can make such extensive changes to the way Pact works, but we're getting there. 2023 will be the year Pact Core is released, and it's a priority now among the Pact team.

Among the new improvements are a complete recalibration of the gas model in terms of computational cost instead of the largely speculative and relativistic model used previously.

We've completely modeled the existing language in Coq so that we can understand the semantics of current Pact and match them with more fidelity in Pact Core. No breakages is a good thing in this case. Just improvements.
