I suspect one of the big obstacles is that teachers are old and underpaid. Why risk catching an illness to get your meager pay? And school is the primary source of childcare.

Unless we can import a lot of filipina teachers or something like we use to take care of our elder population, we need to figure out e-learning and find some teachers who we can pay nothing.
