The ICO had a very bad timing and they did not cash out, Coinmetro lost 50%+ on the market. So they are burning money as fast as they can right now, with no product in sight, and even IF there will be an exchange, they can't operate it without running out of funds soon. But in fact, there will be no exchange. Plans has changed.
Quoting the Whitepaper:
