I'm gonna go ahead and talk about the western world, because I don't know how courts work in say China or Russia. In America, the only reason people show up to jury duty, is because they are given a fine if they don't show up. You do get paid for jury duty, but it's garbage below minimum wage pay. So literally everyone with >100IQ manages to come up with an excuse to get out of it. The only reason the offender and defender in court room both agree to show up, is because that court room is backed with guns, and you don't get a fucking option on to whether or not you want to show up. Don't want to offer testimony? Subpoena. Don't want to pay to show up to court for that speeding ticket? You pay the ticket anyways. Don't want to show up for alimony court case? You're now wanted for arrest.

Court systems only "work" because people don't get a fucking say in the matter, they aren't going to willingly agree to have their contract disputed by a bunch of pajeets who are making $3/H doing the work and don't read proper English.
