That's not true because you are treating this as a 1-turn game; in reality it is multi-turn and there is a negotiation period, so the "prisoners" can coordinate and if they re-neg (be a dick), the other prisoner is less likely to cooperate in the future. Especially with the advent of the blockchain, i.e. the ability to conduct transactions without trust, the most likely outcome is that all parties will cooperate to their mutual benefit, because being a dick is an inferior strategy.

That's an exploit they've been trying to fix for a while where a miner can "mine" an empty block with no transactions and still get the reward; segwit is supposed to patch that. 1MB block is enough, though. We're not trying to make transactions fucking free.
