I went down that road, here's where it ends.

The average investor isn't a programmer, so he won't be cooking up his own algorithmic trading strategies. Therefore, if you want him to algo trade then you'll need to provide him the strategies AND guarantee that those strategies are consistently profitable. Can't be done, that's why the ScottTrades and whatnot aren't going down that road.

However, you can practically guarantee profitability if you build a platform, keep it private and spend a few years stockpiling a war chest of robust strategies.

Worked for me.

tl;dr. Algo Trading is for Programmers Only, and that's where it should stay.
