Question for you more experienced anons: with a company like NIO, who increased their number of shares this past year thus making their total share price worth less, will it ever be likely their shares will moon?

Is there a way in the longer term for a company to eventually lower the amount of shares available? I’m just trying to wrap my head around the whole concept.
