The last several years legislation has slowly been approving bail-ins for many of Deutsche's toxic assets, so this is very plausible.

Their CoCo bonds are probably the clearest example of this, they are tailor-made to absorb losses by taking wealth from the depositors. But the yields are high so dumb pension money rolled in
