most clients still keep OP_RETURN UTXOs around in their database just because bitcoin is still so small that they can afford it

i guess it helps for example search engines to quickly find data in OP_RETURNs. if they were pruned, which may be needed in the future, you would need to actually scan the whole blockchain in its entirety to find the data.

so I suppose Satoshi is talking about making the BCH included in the OP_RETURN UTXO just pay for keeping it around in the database for quick reference. even afterwards the data will still be forever in the blockchain, just not as easily accessible

a miner could still prune UTXOs with OP_RETURN at any time he wants, however he's economically incentivized to not do so because if he mines the first block after the OP_RETURN time limit expires he will be able to claim the BCH contained in it. if he prunes the OP_RETURN before that time he won't be able to claim those BCH because the client won't know about its expire time.

i think normies have no idea how the devs look and just go with the easiest one to use. BCH is much easier than BTC with lightning network and BTC is super expensive without LN
