I don't think you will be able to find something seaworthy for less than 50k, but maybe if you head to somewhere with a lower cost of living.
As for learning to sail, I don't think it would be that bad, but I grew up sailing so I can't really tell you, but as long as you aren't retarded you should be fine. If you are serious about this my only real advice is that literally everyone in the boat industry is a bunch of crooks, and if you need something done to your boat you should do it yourself if at all possible, or you will be taken advantage of.
