Shouldn't there be some amount of stuff you can take with you, tax free? I think you can for example bring quite a bit of alcohol with you into sweden (not that that would make sense, coming from norway, but obviously this does get done regularly from germany or the baltics. Hell, there's even a whole shipping industry built on it!), so check your states customs regulations if there's also some amount of metals you can take with you, or if you can even use the face value loophole.
