They need to be raised coming off the 2016 rally in to 2017 bull run. However, Powell's plan is too fast. Four hikes in a single year was obviously more than the market could take at this time. The most recent really pissed everyone off because the market was right on the precipice of breaking critical low support for the year, which it then promptly did after Powell did his hike AND forecasted a further two more for 2019. It showed him to be blind to the long term ramifications of the rapid hikes. Particularly so when the Fed's own numbers showed inflation had pulled back. Fed raising rate when inflation is down was baffling and naturally caused a panic. Now we're in the sharpest correction this decade and it's largely Powell's fault; both for overestimating the strength of the market and aggressively pushing ahead with his plan despite numbers showing the earlier rates were already having the desired effect.
