dao is structured as a community built tree. it has a concept of "candidate" to track children with highest time-integral weights, which depending on parent nodes can identify release versions, accepted governance proposal, best submission in a group, etc. there is no such thing as accepted or refused proposals. it can have moderation layers with a separate voting resources to clean things up
