Thing is, they lost the manufacturing lead to TSMC (and Samsung), so it's unlikely they're going to get it back anytime soon.

Also note that their current 14+++nm process is extremely mature. Die shrinks normally bring a reduction clock speed at first until the process matures (Intel's Tick-Tock cycle comes into mind before they fucked it up).

However, they've hired Jim Keller (legendary CPU designer who also had his part in AMD's Ryzen) and their next goal seems to be chip stacking (something AMD is also planning to do). How they're going to solve the issues of heat pockets remains to be seen. Or what they're gonna do with their fabs.

Intel's new CEO is also a finance guy instead of a tech guy, so he might lack the vision to get Intel's shit together. Just look at AMD, which was almost bankrupt, before Dr Lisa Su (an electrical engineer) took over and started fixing the company.
