The honest answer is probably:
Of course it could be priced in, but given that this is an atypical event, do we have precedent to say that?
The closest analogy in the market is definitely bitcoin halving. For some reason bitcoin halving is ALSO never priced in.
I'd view this like a halving event.
No one knows, but that's the best guess.
