There's no guarantee that they will pay silver bars, all we know is that they did promise to pay silver bars to shareholders before, and that they want to pay a dividend _of some kind_ in future. A few months ago, existing shareholders were given the option to buy 5000 shares for every 25 ounces of silver. It was called the Silver Option.

Read about how BHS is set up with the ore-sorter and small-producer permit, they were ingenious and got around the permitting restrictions in Oregon. It's all done, they're mining and producing concentrate for Ocean right now. All set up for 1.3 million ounces per annum.
