You could start as a self-employed sales agent (Handelsvertreter) for several third parties. Your expenses are mostly customer acquisition costs, your risks are that you don't market well and that contracts are canceled / products are returned. The producer usually covers product liabilities, though some may require that you have insurance against faulty customer advice. That way you get to understand your markets better and later perhaps you produce stuff yourself where you see existing products are lacking features. If you have a market niche you're passionate about and that's profitable for you, you can scale this business up by employing a sales team.
