The "rolling peg" or dynamic peg is a system that prevents ultra volatility and brings stability to the coin. It is done in a decentralized fashion through a frozen/liquid coins system. The price will still be able to go up and down but its trend will be stabilized. Basically it's the dream feature for crypto adoption and investors alike because volatility is a bitch and it prevents it. For example it will prevent a whale from dropping Bitbay's value by selling suddenly.
Yeah no, there was some unofficial estimation of December/early 2018, but the official roadmap announced it will be done for Q4 2018.
