Because institutions were not adopting. Very few did. It was not a success. Ripple needs a way to make money. So what else were they going to do with it? If they dumped all 55 billion ripple at once it would be seen as a rug pull and the price would go to zero. If they dump over time then they would make more profit.

It doesn't matter who made it. XRP holders are about get double their holdings. Similar to what happened with BTC holders during the forks. The difference is that XRP/Flare are tied together, which will devalue them both by half.
