Kind of. Dash is super legit and yes both coins are nearly identical. However Dash is the less popular one, which is the only reason it isn't targeted by a 3 letter agency - the moment it becomes more relevant it will be.
Also crowdfunding for protocol development sounds like a better idea to me than mandatory 20% tax rate. But I could definitely be wrong, Dash is spending the "tax money" very well for now.

Technically there's more reasons to think Dash is a scam than BCH (none of them is but that's besides the point). BCH is seen as a scam due to shady tactics by the uppermentioned 3-letter agencies. As soon as Dash becomes as relevant as BCH it will suffer the same troll attacks and it will also be seen as a scam.

The test included propagation though. Read up on Rizun's work, it's the only scientific work on scaling we have. Also BCH is just as decentralised as BTC (on a network level) and significantly more decentralised when it comes to development.

Schnorr is a relatively simple and risk-free change when introduced via hard fork, which doesn't need a lot of testing. BCH beat BTC to it because BTC's stance on hard forks ensures it will be years behind its competition.
