You can't really view an abatement as a loss in tax revenue because the purpose of abatements is to move an outside business into your area that otherwise wouldn't be there and it costs the tax payer nothing. You sacrifice the loss of business tax for the uptick in other taxes like sales, vat, payroll, gas/diesel tax.
