The government cash isn't covering 100% of fab costs, Intel still has to chip in, pun unintended, of cash to get it built but the incentives help. At best, the government will chip in single digit billions, and that's not all in direct money, it's tax breaks and etc. And it's going to get worst as time goes on.
As for why I know, I have to do it for a living and keep up with this stuff for competitive research, investment is a side hobby for me because of that.
