you shouldn't be too concerned about timing stock purchases based only on VIX

first of all, the VIX index tracks the overall forward implied volatility of the S&P 500 for the next one-month and two-month futures contracts (something like that).
Everything has volatility! there is the overall broad-market volatility, and then individual sectors and stocks have their own volatility, and will have different volatility measures for different time periods.

high volatility really means that investors are willing to pay higher premiums on options. Not necessarily fear or complacency, those are just the "sentimental" effects people like to discuss. It's really about higher premiums.
VIX spikes at the beginning of big, fast declines. But in the general sense, it isn't a quantity that will let you know if the market is going up or down.
The "best" time to buy options is when you think the the market is underestimating future volatility: if you think things could drop a lot, but the market is placid (low VIX), it can be a good time to buy options. ;^)

Powell is by far the best monetary policy chair seen in the modern era (any country)
His stable, clearly-communicated leadership at the Federal Reserve sets a high standard compared to his predecessors.
On the other side of the Atlantic, the ECB policy is downright clownish. It's obvious what they're trying to do, but all it's amounted to in the end is an inescapable hole they dug into.

It's so weird watching the European economy sort of collapse in slow motion.
I'm American but I work for a company HQ'd in Europe (and traded only on Euronext exchange).
My job should be safe even if my company falls apart ;)

It does feel like a huge amount of their exports are cars and planes (and some boats), and a big share of the rest of their economy is just supplying those industries.
