Saudis not being encumbered by Malthusian western stupidity about industry and nuclear power creates a real opportunity. Building a shitload of nukes to ensure cheap electricity and desalinated water is v smart (and it's the one place solar is actually smart). It is located on a major shipping lane as well. However, it would never be a hub of high-skill labor. They'll sell it with the fancy sci-fi buildings and the idea of a silicon valley for the ME, but that part won't go anywhere. Incubator cities like that are always in places that people want to live and SA sucks camel dicks to live in and always will.

It might make a decent amount of sense as a manufacturing hub exploiting cheap energy and cheap low-skill labor from Africa or ME to work assembly lines. Saudis are born slavers with zero morals, so they're perfectly suited to run that sort of sleazy operation. Wave a bunch of cash at desperately poor people, stuff em 20 deep in barracks next to the factories, confiscate their passports. Cranks out widgets, and any workers that complain to western journalists get tossed off the factory roof.
